Regardless of your country of origin, if you are not eligible for Visa-Exempt Entry or the ROC Travel Authorization Certificate, you can apply for a special eVisa through WordCamp Asia, no matter which country you come from.
You do NOT need to visit an embassy to obtain an eVisa.
